It doesn't have to be connected. It just provides better chassis ground.

Everything in your computer is grounded through the chassis and back to the power supply, which is then in turn grounded to the power supply housing which is then wired to the Earth ground wire on the three prong plug. By providing additional ground, you minimize EMI and noise.

So where do you attach the ground wire to? The case? The motherboard? I am building a new rig and looking at the ABS Tagan BZ Series BZ700 PSU. I have already bought an Antec 900 case, an E3110 proc and the DFI Lanparty DK P35-T2RS motherboard. Is there a place on the Antec case or the DFI board for the ground wire?

Just put it under a screw where it will touch metal. Could be the back of the case, side of the drive bays... doesn't matter as long as it's somewhere that can be used as a ground, which would be something metal that's part of the case.
