Good rig to support the 9800GX2?

So my friend is about to make a major upgrade. He definitely wants the best gaming performance possible, and he will settle for either the 9800GX2 or two 8800GTS in SLI (512MB G92). He wants the same motherboard as me but I already told him it's not that great for a monster like that. Can you guys recommend a good motherboard and PSU please? Nothing that costs too much since he's already cranking into his budget with the GPU alone. He's getting a Q6600 as the CPU. Probably some OCZ RAM or something. But the thing he cares about the most right now is what can support that GPU.

Oh, and he will be running Windows XP x32.

P.S. He only plays CS:S but he wants total overkill and wants his fps to never dip below 200 lol. With this rig he will probably buy COD4, Rainbow 6 vegas 2, etc.

not sure about a PSU but for a motherboard,,evga 780i.......790i? im not really that 'IN' with motherboards

xfx or evga 780i board is fine. A good 600W PSU with 30A should be fine. With upgrade in mind, take a look at Corsair 650tx. Good PSU for less $100.

if it is for CSS, then you need the highest CPU clock possible, extra cores will not help as the game is singlethreaded and CPU limited. Get a E6850 and overclock it as much as possible to get the highest frames in CSS.

I think he should get a X38 for the GX2 or a 780/790i if he gets 2 GTS's.
