Yea they make sure they power on, but that's it. They also come with a reduced return policy, only 14 days. So you need to install it instantly to make sure you have time to return it if it doesn't work. I bought an open box Biostar TF550 and it died after 21 days, so I was SOL and couldn't return it.
Also, open box motherboards come with just the board, nothing else. That means no I/O plate for the case, no cables, no standoffs or screws, and most importantly no CD for the drivers. That means no ethernet driver, which means no access to the internet to download any drivers. You'll have to use a friends computer (or plan ahead and use your current computer) to access the motherboard's website and burn the ethernet driver to a CD.
I don't recommend openbox motherboards. They're a hassle and often fail, offsetting any savings you might receive.
