Vista taskbar problem!

How do I get the taskbar to keep on top of other program? While stay under when a movie player is in full screen mode, or playing game? I check the box that say "keep the taskbar on top of other windows". Unfortunately, this is not the same with windows xp.

Right click the Taskbar, then click "Properties" from the menu. A Window will pop up. On the "Taskbar" tab, make sure the box is checked next to "Keep the taskbar on top of other windows".

Mine always stays above except gaming, full screen internet browsing, and full screen movie watching.

Read what I said. Already done that, it will stay on top of everything. I want it to stay under when a movie player is in full screen or playing game, etc. It's annoying to keep check and uncheck the box.
