I don't think the SB has anything to do with the clock speed of the processor at all. The SB controls components that do not need to have a fast throughput like graphics cards and the IDE channels. If anything the NB, which controls information between the CPU and RAM, would be the only chipset on the board that would make a difference in overclocking.

This article seems pretty hokey from the way it talks about its "sources" to the terrible grammar and sentence structure. I think the whole thing is just a load of crap.

Despite the fact that the SB is used to organize the low level componentry (IDE, SATA, USB, Firewire, etc.), I can kinda see how the SB can affect the OC of the CPU. Here's my theory based off of my Exercise Physiology degree: in OCing, we increase the speed of the interconnect between the NB and CPU to increase the data throughput. Perhaps AMD is doing the same thing here by increasing the speed of the PCIe links or increasing the number to links between the NB and SB to increase the data throughput to the NB. This might either increase stability of the NB or increase the speed at which the NB is able to run thereby yielding a higher HTT speed and finally leading to a higher OC.
