I can't get my bios to see the new hdd, sounds like it's defective?

Swap it with the port that sees your other HDD.

I already did that, still nothing. It will show up as a blank spot in the bios. I do hear a low humming when the drive spins.

That sucks, don't here of a doa HDD very often.
Have you tried using your Windows disk to format?
