i have:

cpu-z for monitoring
rivaturner for nvidia gpu

i can tweak the cpu in the bios, but what can i use to do it in windows, or is that possible?
and anything else i need? or recomended?

it is possible to overclock in windows but you need a program called clockgen. i recommend speedfan or coretemp to check your chip temps
