Just touch the metal part of your case and you'll be fine. I sometimes touch the top of my video card when it's on.

When I am doing a build I don't wear a bracelet anymore. I just touch a metal part of the power supply or case before "really" handling the components. Also, whenever you are about to pick up a component, just touch a benign part of the thing first. What I mean by benign is either a metal part of the IO ports on a motherboard, or the metal part that gets screwed to the back panel on a graphics card. Doing this I have never ESDed anything, and I have installed components in literally hundreds of machines. (I work in a PC repair shop)

One little spark of static can really hurt components but there is always that one chance of it happening and I would not like to find out by listening to just touch your pc once in a while or w/e.

It's not being paranoid. I know a few people that seem to naturally give of high amounts of static. Hell, they have gone through several remote controls and cameras because they just seem to fry them.

Yes, doing both is a bit OTT. But wear a wrist band and you will be fine.

Just remember, that doesn't help you if you touch a component that is outside of the case already, which is actually when the shock might occur.
