If im still getting that Boot past orb problem, then maybe that was the issue the whole time, Even safe mode is failing at doing anything.
Note: Everything is back at stock speed

This sucks..

I doubt voltage is an issue here, my L2 E4400 hit 3Ghz no problem undervolted at 1.26 Volts on my gigabyte board in my sig rig. there's definately something else goin on here.

Voltage: 1.45.

Doesn't even load the BIO's, my guess, power supply. xD

Quick, if i want to clear the bios/cmos to default settings, i pull out the bios battery for like 10 minutes right?

dont forget to short the clear cmos jumper on the board

though thinking about it its a gigabyte it should automatically reboot after not booting sucessfully anyways without having to clear the cmos
