They connect to the PSU and you can buy splitters if you need them.
Any fan connections on the MB are for coolers such as the CPU,NB,SB and such.
Fans come in many sizes so you will have to measure the the case openings to see what will work for your case.
That picture looks like something that only comes with that particular case,if you want to do something like that you'll have to mod it probably.

update:
well i did 2 things yesterday, but the site was down so i couldnt post it last night. I isolated this PC and put my other one on a different desk. Also i [foolishly] got a 120mm Arctic cooling case fan, not knowing that it wouldnt fit.
So i took out 2 expansion bay covers and placed the fan in the front, a case mod perhaps?

Anyways, together these 2 things lowered the temps down to like 51-52 degrees. (5-6 decrease). When i get my money ill get the new PSU and more case fans.
