What cooling? You dont need a QX series chip unless your going water cooling. You need to do a little more reading on the parts. The most expensive part isnt always the best either.

Watercooling is expensive and risky... I would not advise it but then again others might.

I'm going with the QX9650 and I want to know what liquid cooling system is good if I want to overclock 4.0 Ghz and beyond

You can get around 4.0ghz on aircooling if you've got a TRUE.

What's with all the crappy PSU suggestions? You don't even need a 1000w. A SilverStone DA850 or PC Power and Cooling 860w are the best PSUs on the market.

Pc Power and Cooling are expensive like hell. You can't fit a TRUE in Cosmos-S.

You can remove the sidefan in the COSMOS-S otherwise it wont fit.
