Your CPU is what's lagging in the large crowds. Mine gets up to 90% use.

My CPU is fine, it's DX10. Initially, I had started the game using the launcher, which defaulted the game to DX10 mode. I manually launched the DX9 mode and it works flawlessly in large crowds/environments. Incredibly smooth.
