Its not really based off a particular model. If it was it would be the Elite due to the fact the Prelude also has Xram.

The Prelude as I said is not based off a particular X-fi model but has the X-fi audio processor.

The Prelude has everything the X-fi elite has plus more .

The Prelude and the Elite's PCB shares in common with each other....I would say the Prelude is based on the Elite as the Elite came first then the Prelude!

Does anyone know why the driver downloads are down for the X-FI prelude ?

Actually both the elite and the prelude opamps can be swapped. I have the elite and I swapped the default opamp for the highly praised LM4562. But I have to agree with you, the prelude definitely is on a higher class than the elite since it comes equiped with the LM4562 opamp and solid capacitors.
