i have p35 platinum msi mobo
it doesn't matter while oc ...
but i highly recommended not to turn of c1e eist ...
if you want
go to advanced bios features
then disable
cpu enhanced halt(c1e)
cpu EIST function

make shure that
CPU Thermal Monitor 2 is enabled

I would disable the turbo ram settings. to get to the ram setting you gotta hit ctrl F1 @ the main screen in BIOS. That will enable you to see the ram timings and you can set them manually. The turbo setting might have your ram too tight for the overclock.

put the CPU's speed to standard when overclocking

and try more voltage

if u have extra money get a heatsink cause the Quad are hotter then other processor, even when in stock speeds.

I do have a really good 60 dollar heat sink, Asus Arctic Square it works really nicely.

I watched this video and now everything seems to be coming together. I followed the same exact settings that this guy had to get to 3.6Ghz and when windows came up I got a blue screen. So I decided to bring it down to 3.4Ghz. Does anyone have any ideas on why I got a blue screen?

Here is a screenshot of my current validation and SpeedFan up for you guys to check out! I appreciate the help so far do you have any suggestions on my settings that this video told me to set and what I could do to go higher? Or should I just stay where I am now?

OH MY GOD, is your Vcore really at 1.52?! If it is, lower it before you fry your processor. I can't say exactly what the highest safe Vcore is for the 65nm chips, but I know it's lower than 1.5. That is most likely the exact reason you can't get to 3.6 I'd stay with whatever speed you can stay at a 1.43 Vcore or lower at.
