p5e and q6600 OC

Okay...so i will start from the beginning...i have an q6600 and p5e x38 i try to oc it to 3.6 ghz unfortunately i used asus program to check core temps.....instead of 38 i have 54 or so...I used it like for 2-3 months like this.
Sometimes when i play i get huge fps drops but if i go in task manager and i set priority on high the fps lag goes away ...as i said sometimes not really often
i got bios 0607 because i didnt manage to get a stable OC with the rampage bios ... i think its because of my rams that the OC doesnt work I have corsair 2x 1 gb xms2 4-4-4-12 @ 800 mhz i tryed to go higher than 800 mhz even with higher timings but it didnt work...i was booting and after 1 min of playing a game i was getting a blue screen
AND for some reason i cannot change my cpu core voltage...i have to leave it on auto
this are my bios settings
multiplyer 9x
fsb 400
fsb to NB 333
cpu pll voltage 1.5
fsb termination voltage 1.2
nb voltage 1.45
dram voltage 2.1
loadline calibration voltage enabled
cpu gtl reference 0.63x
NB gtl reference 0.67x
cpu spread spectrum disabled
pcie spread spectrum disabled
The other settings are auto of course
I've got an true power trio 650 W by antec psu
running on windows xp professional
my cpu is @ 3.6 ghz core temps @ idling 54-54-47-52

and for the pcie frequency i have it set on 100 ... how high can i put it if i got an 8800 GT evga SC

dont touch pcie freq!! you can fry your card with just 1 mhz :X

also pls goto your control panel and fill out your system specs, its a lot easier to understand you

forgot to post my questions...
Is my cpu damaged? How can i test it to see if its damaged?
What can i do to lower the temperatures
Im using the thermalright 120 ultra....did i put the thermal paste wrong? ( i added only a thin layer enough to make it white ) i can turn the cooler by 1 centimeter .....the screws are well screwed
