poor budget to build a computer. need advice!

i planning to spend $350 on a computer.i no there not much of a choice for me but yeah.
I WANNA KNOW IF IT POSSIBLE AND SAFE TO OVERCLOCK
a PCChips A13G+ v3.0 Motherboard with and AMD athlon 64x2 4400 3.0ghz using Thermaltake / Ruby Orb / Socket 775/754/939/940/AM2 / Aluminum Core/Fins / CPU Cooler as a cooling fan.

and for the video card which one do you thing the best?
EVGA GeForce 8600 GT Video Card - 1GB GDDR2
XFX GeForce 8600 GT Video Card - 256MB DDR3
PNY GeForce 8600 GT / 256MB DDR3

The last two are the best bang for the buck and the last one listed the best for the buck.

BTW, with an Open Box, they are usually "bulk" and "new" but there are no accessories.. no back plate, no cables, disk, manual etc...

Question, how much is the Ruby Orb that you considering?

Because, at about the same listed price this cooler will do very well to cool at $37

You aren't going to get far OCing with a PCChips motherboard. Def not 3.0GHz, lucky for 2.5

At that price, I'd say to get a Single core. The new Athlon64s work well.

There are a lot of less expensive CPUs that will OC as well as the 4400+ too!
