How do i stop the CPU from changing its own settings throttling up and down in vista?

Turn off 1CE setting I had the same problem.

once you have everything the way you want and have stability is there any reason to leave this off? about a week ago i turned it back on due to an article (which i cant find right now that detailed the power savings) and have not noticed any problems.

The only reason people have it disabled is that it can introduce instability while enabled. If you find your stability point with it disabled, and re-enabling it causes no instability issues, then I see no reason why you can't have it enabled. Personally it causes instability for me, so I leave it disabled.
