Need help is it my computer or WoW??

On my old computer and up until patch 2.4 I was using an AMD 64 3700 cpu 7900 nvidia graphics card and a NFC nforce 3 motherboard, I got good latency about 80-120 most of the time. My fps were a bit lacking but I didnt have the computer overclocked or anything. Well fastforward to now. I have a new computer and get amazing fps on max settings in WoW. everything runs pretty good but my latency is all sorts of ****ed. I average 280-400 latency all the time. Today its 650+ latency, i just dont understand how when I have such a better computer. I even purchased the best/fastest cable interent from roadrunner money can buy. Ive tried disabling checksum offload in my network settings and everything blizzard has told me to do. I guess my question is, is it the computer or WoW?

did you have the same isp before upgrading the pc?

also make sure you turn off the 'download while playing' option in the blizzard downloader, might be something like that running in the backround

does this happen with other games?

run a speed test @ http://chi.speakeasy.net and check your throughput and see what you are getting. But always remember that the more stress and strain you put on your hardware the less results you will get.
