TCPIP.SYS/Half Open Connections question

I was searching the internet for tips to maximize my internet connection through Comcast and came across a website, http://www.lvllord.de/, where you can download a program that increases half open connections from 8 to 50. I do not understand what these connections do nor do I know if this would increase my internet usage at all. Anyone know anything about this and could you please explain how this works and if it is something I should try, thanks for any help.

This enables your computer basically to accept incoming requests to establish a connection between 50 instead of only 8 other computers at a time, and it would help you have better results in bittorrent connections really.
