Please help me get above this 3.15 ceiling...

Well my problem is Ive been messing around with my BIOS and I have a stable as a rock OC of 3.15. Now I upped the FSB to 1600 and can get it to POST and go into windows and it seems ok and its stable and everything. Also when it POSTs it says its at 3.6. However, when I go into CPU-Z or OCCT or anything like that it says its at 1400 which is my 3.15. All the speedstepping and power savings are disabled so its not that. Its just weird that I dont get BSODs or hangups or freezes or anything like that at all. It seems stable and seems to take the 3.6 according to the POST but like I said when in windows everything points to 3.15, except when I go into system monitor it says 3.6 also. So I wanna know if I have hit a ceiling why isnt it getting errors, why is it just reverting back to original FSB. Please can someone help me out here cuz I know that this thing can do more...

Ive been messing around with every voltage and setting I know and it still wont even show that Im giving it more juice in windows its fricken weird I really need you guys help...

Temps are great tho with lapped HS its 45 loaded and 35 idle so I know I have some headroom with that and voltage is around 1.25 but like I said it wont even take any more or it will but wont show it...

Also I forgot to mention. I lowered the multi before to 8x and stayed with same FSB of 350. So thing is with this my new max CPU speed was 2.8 or w/e 3.50 x8 is. See what Im saying? even with the lower multi the FSB stilll wont go up...
