A good prebuilt for 1k will be hard to find idk were else to look but if he can get the dell it would serve him well

You could have someone build it for him and then ship it to him in the same box that the case came in(make sure you keep all the packing for it). From all the places Ive seen, you arnt going to get a good rebuilt pc with 1k. For example, when I built my pc 2 months ago the parts were $1200 or so and it would be $1600 though dell.

Also, does CD do basic builds?

I would recommend CD, if he won't go with that, then Dell is the only maker I trust.

I have been working in IT for a bit and have seen the horrible things the other companies do.

Lets just put it this way, the place I work has several hundred computers, mostly Dell's, but some Gateway's, Dell's, HP's, and we have to replace all the Dell's because they are 5 years old, and getting slow. I don't think there is a single non-Dell here that is more than 3 years old.
