Seems hot.. i'd reseat with some new thermal paste, and if possible take a picture of how much thermal paste you are actually putting on it.

What are you using to cool down the chip. Hopefully not the stock fan. Like Murlocke said reseat with some new TIM. Just a size of a rice grain on the middle of the chip.

If you can put your specs here so that we can help you better.

It's the stock ht fan that is holding you back with those temps. I have a P4 3.2 Prescott at 3.8 and these baby's run hot. I have a 9500 heatsink and with load I don't get higher then 55c. So you might want to look into a new cooling for the chip.
And with the mb temps. What kind of case you have. Might be bad ventilation.

Take off the side panel to see if the temps on you mobo goes down. The specs for that chip is Thermal Specification:63.4°c. If I was you might be looking for a better cooling for that chip. Don't try to oc it till then. 71c is to high.
