Hey seriously, CCC is a good tool for you. Really the only time you need (IMHO) to change oc utilities is when you can't achieve the higher clocks with CCC (which you do) or when using better than stock cooling (you have more room before you hit the ceiling at that point).
I honestly think that by clocking your vram as high as the CCC utility did forced a strap change (much like the NB straps when increasing FSB). Since you don't have an option to change the straps manually, simply reduce your vram speed (faster doesn't always mean faster).
The way you can check to see if what I'm saying makes any sence is this: In CCC, set your core speed to whatever CCC said was max (maybe even -5mhz) and set your vram to stock.
Then, re-run 3D06 and check your score. If it is significantly higher than your score with no oc, you know its a strap change and all you have to do is increase vram speed a little bit at a time until you see a decrease in performance; this will be the strap change. Back off your vram to the last point where performance increased and there is your oc.
If by setting core to where CCC said was maxed and vram to stock you don't get an increase in performance, then I was obviously wrong about the strap change but I doubt this will be the case.
Either way, you've been at this a while and have nothing to loose by giving it a shot. Let us know the outcome.
