Your isp probably wont do anything to help you if you don't do a little research yourself to confirm that it is actually a router out there somewhere on the internets that is causing your problems. What you will have to do is run a Traceroute
to the gameserver. It will show you all the jumps you have to make to get to the server and it will show the latencies caused by each jump. Run the traceroute 60 times and that will give you an average ping and then you can report the router to your ISP. Then they will be able to target the failing/overloaded/whatever router that is causing your problems.
