To update graphics drivers is pretty simple, and using drivercleaner isnt entirely necessary. Its a good practice, but I only rarely ever use it.
Without driver cleaner instructions-
To update graphics drivers, go to nvidia.com or ati.com and get to the driver download area. Navigate to the drivers for your card, and download the most recent drivers. When they're saved, double click on the driver installer, and go through the steps, accepting any terms and conditions and whatnot. When you're done installing, it'll ask you to reboot. When you boot up, you'll be all set with nice shiny new drivers.
Driver Cleaner instructions-
Im not sure exactly with the driver cleaner program, but if you want to do it this way, download the drivers from whichever site, ati or nvidia first. Boot into safe mode, run driver cleaner and clean off all the old drivers for your card. Reboot, and go into safe mode again. Double click on the driver installer program you downloaded, and install all the drivers. It'll ask you to reboot, so go ahead and do that, then let it boot into the regular version of windows. You should be all set at that point.
You probably dont need to install the new graphics drivers from safe mode, but im sure it'll get the job done just fine, and do it as cleanly as possible. Either way will successfully update your drivers.
