It's very context dependent, but here he's talking about 1024x576.
It would not make sense for him to be talking about 720x576, because that's not a 16:9 resolution.
When people say a game outputs in 630p, it means 630 is the height and it's a 16:9 resolution, so the actual resolution is 630*(16/9)=1120x630
(the 16:9 deal is especially true when referring to consoles, as modern console games are meant for HDTVs, which are all 16:9)
As a response to the article, upscaling from 1024x576 to 1280x720 won't be noticeable to most people, but people with 1080p screens will start seeing the difference.
Also, I'm starting to think that this entire upscale deal is just resizing.
I would hate to think what would happen if I used the same set of video filters on everything... they have to either be very modest in what they do, or be very slow to adapt to the video...
