or just run a stress test, you'll see the speed in CPU-z jump up

what's happening here is Intel's Speedstep is dynamically changing your clock/voltage when your CPU goes idle, to save energy. You can turn it off (as Danbeme said) in your bios.

Thats a easy one, Go to BIOS and turn off "CE1" option, wherever it is its in there.

Also turn off SpeedStep in BIOS

Then your speed will remane what it is. ull go to cpuz and see it stay always to what it is,, maybe a 1mhz drop and up again.. which is noraml.. !!!

It's not necessarily an evil thing.

If your CPU hits any load (even dragging windows around quickly), it will jump to full speed.

The only real effect that it has is increase your processors lifespan and lower energy consumption.
