ep35-ds3l cpu volt issues

I have a thread in the cpu section here but i think my issue is the mobo.
Here is everything i have already tried. http://www.overclock.net/intel-cpus/...2180-d3sl.html

I think my problem is my cpu voltage. I can set the voltage in the bios to 1.35v or 1.425 or higher and in cpuz, HW Moniter, and coretemp and the voltage always reads 1.17v

I have the newest bios of F4 for this board. Any help would be great

have you tried unplugging the powercord and resetting the CMOS?

Ok now I am just confused now my voltage is staying where it should even after a cold boot. I am afraid to overclock now incase it drops down one day. what should I do?
