Its like what outcasst is saying, it's luck of the draw. Mine cap out at 648 on both. If you get some better cooling or have above average case cooling you could volt mod your cards to get higher clocks, but its not worth it unless you are running a huge display like I am.

well , i have liquid cooling with pretty much the best water blocks available on these cards so temperature is definitely not the issue. they never go over 50c under full load. i have 2 cards and i have tried overclocking them seperately with the same results. both are EVGA cards , one is black pcb and the other is green.
