Id imagine your problem is using conductive thermal paste.

EK Water Blocks recommends non-conductive Arctic Sylver Céramique.

Try and clean the card as much as you can.

I think it something withe the motherboard if another video card has the same problem. You reset the CMOS and have taken out the battery?

I've reset the CMOS but I will try taking out the battery and letting it sit out for a few hours.

Well looks like it could be my motherboard. I let the battery sit out overnight and tried booting up with a different GPU and the system just hangs with no video at all. It still boots up with my 8800GTS but as I said it's really distorted. Damn this sux. Oh well I have a DFI DK-P35 on the way so we'll see what happens. Really hope it is my MB and not my GPU.
