Thats true, but pixel fillrate (which is tied to the ROPs) is not as important as it used to be. Now games are using heavy shader effects and bump/normal/displacement/parallax mapping techniques and other such things, and the texture fillrate (tied to the TMUs) has become much more important.
In this department, ATI has made some great strides with the 4870, with it having double the TMUs and unhooked shader speed from the core.
