What is the Bios hardware monitor measuring?

My Temps in Bios are 39 MB and 31 CPU. and in Windows 34-35 CPU and MB the same. Is the Bios the ture temp? or is it 80% load as I heard somewhere? Am I to trust the temps in windows if Bios says something Different . Windows vista will add 5 c over Xp.

use realtemp or coretemp (if it works with optys) and the mobo will use the sensor on the board near the cpu or on the cpu (if theres one built in) not 2 familiar with amd's
