Your idle temperatures seem fairly high they should be around 34 – 38C, your load temperatures seem ok but it would be nice to see them @ 56 – 60C. I would recommend re sitting your heatsink & fan only use a small amount do not apply tonnes it will act as an heat storage. Loads of people have different ways of applying thermal paste. Just search it on Google to find the best method.

If you are worried about the temperatures, just remember your maximum thermal slow down temperature is 72C so you are well within your thermal slow down but if you can knock off another 4C even better still.

I run my CPU at 3800MHz @ 1.33Vcore temperatures = 38C Idle, 66C Load and I have a hot room.

When I run @ 4002MHz @ 1.36Vcore temperatures = 42C Idles, 68C Load

P.S. Try another re sit and a bolt thur kit they can help as well
Temps the same with real temp. Just that real temps, the TJmax needs to be set properly. or you will get fake temp results.

Btw do you mean 1.28-1.3v at the bios menu? or what you see at CPU-Z?

I failed orthos test wthin 2minutes when my core is running at 1.3,1.306,1.3125v at the bios setting

1.296 Actual in CPUz/HWmon, 1.284 under load. my mobo's got a nice vdroop

I reseated my S1283, faced it towards the big fan on the top of the case, rearranged some stuff and cables, and dropped my temps from 68C Max (dropped my O/C down to 3.6 until i got it fixed) to 60C max. Which isn't a bad temp for me because A: the room my comp is in is warm @~27C max, and B: my comp is enclosed in a desk.
