As far as the work stations, only 10 or so are every active at one time. I am not sure what "fractional" refers too. It seems a bit better once I shut down the radio users. The IT guy I spoke with mentioned throttling, but it isn't being done now and we agreed that there isn't much there to throttle anyways. I think we are getting shafted by both my company (for what they will pay for regarding IT service and ISP service) and the IT company (knowing this place, the cheapest guys around)

You're still going slow then. If they say it's 368kb\\s, then you should be getting around 3000kBps on speedtest.net.

Still, thats really slow internet, and the ping times are through the roof.
