Recently have had some major problems with windows after it shutdown during the "loading your personal settings". After days of system restore (which doesn't actually do anything) and registry restores, I finally got it to a usable state, even though a majority of my user settings are gone + oddly my back up files on the external drive were all wiped too. Anyways, got it going but still having the problem that lead to this in the first place. There seems to be a problem with booting up, up until loading the startup programs then its fine. I have the MS fingerprint reader installed, and this seems to be a bit of the problem. At bootup, the "Windows is starting up" screen, which used to take a few secs to activate the fingerprint reader, now takes a good min/ min and a half to get past. When it does get to the welcome screen, the fingerprint reader is not activated until another 4-5 mins. The other problem is, when I eventually get to the welcome screen and log in, it stays at "loading your personal settings with a period of inactivity for quite some time until it plays the log in music and gets to the desktop. The weird thing is, it boots the programs up fine, if not better then before. Please help

Note: Initial problem was corrupt ntuserdata file but system restore and reg. restore fixed that
After that, boot up problem
Troubleshooting steps
- reinstalled MS fingerprint reader software (deleted all registry entries when unstalling it)
- reinstalled MS fingerprint reader driver
- ran bootvis (trace would not work)
- reinstalled SP3
- ran chkdsk (both in windows + recovery console)
- ran advanced windows care and other registry cleaners and no erros
- reinstalled chipset drivers
-reinstalled audio drivers
-reinstalled GPU drivers

Again, uninstalling fingerprint reader gets rid of the windows is starting up delay but the "loading your per. settings" delay is still there. Checked event viewer, the only error message that wasnt there before was:
The following boot-start or system-start driver(s) failed to load:
Cdr4_xp
cwm

Reinstalled Sonic which is what Cdr4_XP was registered to and still no success.

Ran XP bootlog (see attachment) and appears that winlogon.exe takes a long time to initialize.

Note: attachments are in text format and a picture of the bootlog outcome..

Please help! Any help is appreciated.
