controlling fan speed with software

I havea cpu fan that used to be hooked up to a fan control (which has since broke)

Does anyone know if there is anyway to use software or something to permanently increase the speed of the fan?

If it's plugged into the CPU fan plug on the mobo, then it should be automatically controlled based on the current CPU temp.

Only if enabled in the bios
