I really would go for vista 64-bit. As for the 790i, all of them are pretty bad. Tagan PSUs are generally good quality, but for a bit cheaper you could maybe pick up a corsair 750w PSU, which are really great PSUs and have a good following on here. Or if you could streatch to this, that is a great PSU.

I'm only gonna comment on the proc, I have a 9450 and have had several Q6600's.
Save some $ and go with the Q6600 or the Wolfdale duos.

The Q9450 is a very delicate quad, takes massive amounts of tweaking to get stable.
You'll be lucky to get 3.4/3.5 on air with a 9450, now the Q6600 is a workhorse.
I haven't had one yet that wasn't able to do 3.6 with minimal tweaking, and that is the quads sweet spot.

If you are not in a hurry you can wait for the GTX 260/280 . They are just about 3 weeks away. Once we have real benchmarks you can decide to go for it .. or stick with the 9800GTX's

Personally look into two 8800GTS 512MB, their about the same proformance as the GTX's and it will save you some money. You can go for the E8500 but the future is Quad Core, so I would get the Q6600 considering the price and overclockablity. As far as the PSU goes look into a Power and PC Cooling Silencer, their excellent PSU's, are very quiet and effecient.

I would go for the e8500, not many games support quads yet. So you would have 2 cores sitting idle. Plus the fact that the 45nm series run very cool and overclock on very little volts.

wait for the GTX280/260. its due out on June 17th. only 2.5 weeks. you should be able to afford a GTX260 atleast, which should go for $449. and the evga 750i FTW is the best SLI mobo atm, so think about it.

well i haven't heard a lot about these new gtx260 or 280. are there any specs out already? are they a lot faster than 9800gtx?

There really isn't much out about them yet other than they will be very expensive ($450-$650)
