I would go for the e2160 and overclock it. They overclock well and are cheap.

and don't let anyone tell you the E2**0 chips are crappy...

They are BEASTS when OCed, and very nippy at stock. +, there's shedloads of info on 'em here on OCN... Look at the link in my sig, or find Linskingdom's sig and look at the links there... Crazy Clocker also advertises our cause well

Both are ~$200 systems. The Intel system will have slightly better processing performance, but will fall behind in graphics. Of course, Intel's IGP I think should be enough for what you say the main uses of the system will be, but If you will ever want to comfortably game on that thing, you're going to have to invest on a discrete card (which one will depend on what you want from it). The AMD system will fall a bit behind when it comes to processing power (nothing too drastic though and you probably won't notice it) but the IGP is much better and can even do some light DX9 gaming; you also have the option of running hybrid crossfire latter on if you want to invest on a cheap discrete card.
You can overclock both systems latter on. By doing that the Intel system will outperform the AMD one in the processing department, but it will still fall behind in graphics.
