Well, most people compare temps by taking the TjMax as 100*C. So you should add 15*C to load and idle temps to compare with others. However, as blameless has said it is the distance to Tjmax that matters. Just keep it below 65*C or 80*C and you will be fine. That being said these are very durable chips so don't wrry too much.
HWMonitor reads the temps 'correctly'
I also recommend you do a reseat. The temp difference between the two cores is quite a bit. My 2 cores idle and load equally (e.g 47*C and 48*C)
Page 84 is just an example. It says right on it that it is not meant to depict an actual implimentation.
Page 71 also states that the THERMTRIP is set to approximately 20C above the tCASE (which is 61.4C on the E2180, according to table 28).
Given than the tC and tJ should be reached at the same temp (on-die temps really are 20-25C warmer than the top of the heatspreader), the THEMTRIP should not be reached untill atleast 105C, or 120C if the tjmax is really 100C.
