I have the solution for your problem.

BIOS:
1. Make sure you have enable all 4 cores
2. Disable C1E and SpeedStep (so no CPU downgrade when idle)
3. Disable Limit CPUID Maxval (Set to disable for WINXP, don't know about VISTA)
4. Enable Execute Disable bit and Virtualization technolgoy
5. Enable APIC Mode, set version to 1.4

Reinstall Vista if possible. You should be able to see all 4 cores.
If reinstall vista is not an option, go to CONTROL PANEL -> SYSTEM -> DEVICE MANAGER -> Computer, then Scan for hardware change, and then update driver if available. The correct setting under Computer is: ACPI Multiprocessor PC

yep, that did it... i figured out about 2 days ago that they were disabled...

I still need to check the c1e, and speed step, and all the other settings... but i'm gonna wait for my new mobo to get here(the ps2 ports are messed up on this one.... ...)
