System Start Failure

Hey guys, I'm having problems booting up the system in my sig.

The system is plugged into a fully charged UPS.
I'm running Windows XP SP2.
Nothing is overclocked.

--------------------

When I turn the computer on, all the fans turn on as usual, it beeps once, but after about 5 seconds the system goes dead.

After about 2 seconds the system seems to power up again.

the cycle just repeats.

I had this problem a couple days ago, but after about 3 cycles, the computer booted up as usual.

Please help, what's going on? I have made no software or hardware changes.
Is my mobo dead?
