I don't think it's idling. Anyhoo for a single slot cooler, that's not bad at all.

They could be running the artifact test too right and the GPU activity meter could be BUGGERED TO HELL [aka not working]

78C doesn't make it fake. In fact, it makes it more real. Its due to beta/buggy drivers, most likely. And even if it wasn't, thats still not THAT hot, considering what most GPU's can handle.
