As for the RAM you could get away with DDR2, but hey if you're spending all the money anyways, might as well buy the best stuff for bragging rights.
The RAM doesn't matter as long as the accession timing is about 5-6ns since that's the limit of our technology. If you look at tomshardware then you can see that there's no difference in using DDR3 with a cas of like 8 at 1600 or whatever *i'm just making up number* and DDR2 with a cas of 4 at 800. This was measured in FPS in various games

Also as for the water goes, yeah you'll need two loops. 1 for the cpu, northbridge and south *if you wanted to get crazy, but south isn't needed (just bragging rights again)* and another for your graphics cards.

You could be really insane and use some TEC (thermal electric cooling), but unless you have an absolutely crazy water cooling system, it wouldn't work. TECs can cool to freezing temperatures.

You could be even crazier and purchase phase change for everything, but that would be EXTREMELY expensive and would produce quite a bit of extra heat in your room. Either way, have fun with it!

About as good as it gets unless you want that crappy expensive Skulltrail.
Forget the 790i and GTX 280's. Getting an intel x48 chipset is a much wiser decision. 790i is outdated. Id go for a Asus Rampage Extreme and 2 4870X2's. And definitely stay away from the 9800GX2's. I've heard so many problems with them and plus crossfire scales much better
