Quick question re: image quality

If I am getting good frames already, and my fps is capped by the application, will increasing the GPU core/mem clocks still be improving the quality of the rendering.

And if the HDTV I game on is refreshing at 60, should I 'sync every frame'? Would doing so free up gpu resources to improve rendering, rather than be wasted on generating superfluous frames?

Plus, I'm trying to compare fps at differing gpu clock speeds while spec'g CoD4, but the fps seems limited to 91-92. I checked the config file, but it showed an 85 limit and changing it didn't effect any change in the in game limit. Can anyone shed any light on how to unlimit the frames?
