There are two lights(orange and green) at my power button, right? I'll tell you what I see. When I press the button, both orange and green lights turn on. When the lights turn on, my fan(in the front) begins to spin but shut downs at the same speed as the lights turn off.

Interesting. Well it's nothing the dell diagnostics can figure out. That sounds like a fried PSU. Your motherboard is getting enough power to turn on, the 12Vrail, but sounds like there is no power for anything else, processor, so it shuts down maybe...
