Quietest PSU :http://www.newegg.com/Product/Produc...82E16817379003
[Trust me, I started a thread on it and Johnny Guru said it was one of the best]
Quietest fans: http://www.heatsinkfactory.com/noctu...120mm-fan.html
NF-P12's, move 55CFM at 19 DB, i own a couple and yes they truly are that quiet,
I use to have Scythe s-flex and they were no where near as quiet.
Heatsink: http://www.heatsinkfactory.com/noctu...pu-cooler.html
once again, i did a lot of research into it, and it performs on par with the TRUE,
I was able to get to 3.2 ghz with a e6400 @ 43 degrees load. AND ITS SUPER QUIET.
Case: Debatable, I'd say the P180 or the CM690 for the price, but if you wanted to,
you could drop some series cash on a case for it to be quiet.

Your GPU is gonna be one of the loudest things, you might want to invest in the accellero, or a thermal right heatsink for your GPU, depending on which video card you get.

thx, as for the vid card, i plan on getting the ones that have a heatsink on it instead of a fan

Be careful with a passively cooled graphics card, especially if you want to game. You will want at least some air passing by that card to keep it going.

which video card are you going to get?

no idea, but i prefer one with a heatsink/heatpipe to keep noise level down, what would you recommend

what's your budget?

Don't get a video card with a passive HSF. Just get a normal one and get a aftermarket Thermalright HSF. They are larger and better suited for a low-speed fan or passive.
Once again...

how much do you want to spend and what are you going to use it for?

if its just low powered stuff you can get away with everything passive, not a single fan in the PSU or case.
