I think you'll be happy with it.
As I stated before, stay away from Ballistix at this moment. The older versions are dual sided, and it's excellent RAM. However, the ones currently sold are single sided and their failure rate is very high. Plus, they don't overclock very well. Not recommended.

Chozart you are the man. I agree, Intel isn't better than AMD in the low budget range. Once you hit E4XXX series or E6XXX series + is when you go intel. But since you want to keep this around 150$. AMD 4600+ X2 is a very good choice.

While a 8800GT would make a difference, the CPU being single core and old would heavily bottleneck the new graphics card rending it just a bit better than a 8600 with his current setup.

before you do that, may be a good idea to look at some of the great deals here on OCN.. there is someone selling 2x1gb of OCZ ram I think for like 35 bucks shipped, which is a really good deal. OCZ also has great warranties too. I would highly advise checking here before finalizing any deals at the egg
