For cheap, you could get the Xigmatek S1283, S1284, Arctic cooler 7 pro, or the OCZ Vendetta 2.
I'd go with the Xigmateks.

Im currently using the Zalman 9700 which is pretty decent. I see alot of people using Tuniq Tower's on them with great results as well. Plenty of decent aftermarket coolers out there that work great on it.

Zaman 9700 Thats the only choice in my opnion. I have the tuniq tower I just got and changed the fans and every thing what a disapointment ,2 thermataks, 2 artic coolers, and a zero therm nothing beats the freaking zalman I over clocked my duo to 3.2 ghz and thats a e4500 at 2.2 stock and the temp is 23c.

The TRUE is supposed to be the best, but it is pretty much a necessity to lap it before use where the Zalman 9700 comes with a mirror finish. I don't know if its completely flat, but its a lot flatter out of the box than most heatsinks I've seen.

I got a Tuniq tower with a higher cfm fan, and i am lapping it 400-600-800-1000-1500-2000 grit sand paper.
From the people i know that have done this, it makes this cooler very tough to beat!
Thats what i am doing, and i know ill get GREAT temps.

Just got a Xigmatek HDT-S1283 and I'm very pleased with it. It performs a few degrees better than my Scythe Mugen I had before, which was more than twice the size and had almost twice the amount of heatpipes. I'd say it's definitely a better bang for your buck compared to the TRUE. Most tests put the TRUE at a degree or less better than the HDT-S1283.

But keep in mind that the HDT-S1283 costs $20 less than the TRUE and a fan is included with it as well, which is not the case with the TRUE!

I like my Noctua NH-U12P with 2 Noctus 120MM fans for pull-push action. It is much better than my old Tuniq tower and my TRUE. Just make sure you lap both your cooler and your cpu and you should be good to go.Noctua NH-U12P is the best air cooler money can buy. It beats both Zalman and Tuniq tower to the ground if not TRUE.

9700's are massively overrated(and overpriced), and saying your e4500 was 23c at idle isn't saying much either. My chip is also 23c idle, with 1.5v through it.
