Voltage alone dosent overclock - it helps you overclock further but you need to increase the FSB in the BIOS/Mod/Software to actually increase the CPU's speed

Sandra says my FSB is 4x200 MHZ , and the Max is 4x400

So i'm assuming it supports a 1600MHZ FSB.

Can you point me towards a guide to increasing the FSB on the motherboard, since my Bios doesn't allow it.

If your BIOS doesn't allow it, then you don't really have any option other than Software overclocking. You could try looking for a custom BIOS for that machine, but there may not be any.

Off Topic: Lenovo making desktops is new to me. I thought it was weird that a E2140 might be in a laptop lol

SetFSB/CPUFSB/Clockgen all can overclock without the Bios though be warned it can corrupt windows and generate errors/BSOD and wont get you much further then what you have now. Your much better off buying a different motherboard and popping your current hardware in it.

One more question, in CPUZ my multiplier jumps from 6x to 8x and is usually idling on 6x . It should be on 8x because with a 200mhz fsb it makes it 1.6 ghz,
Is this normal? Is my computer defective?

C1E, CPU TM Function, Vanderpool Technology, Execute Disable Bit, MaxCPUID Value [might not be in bios - but if so disable]
Keep hyperthreading on a P4 - if not [which in your case isn't] you can turn that off also
