Slow Connection Speeds

Hi everybody. I'm just having a question regarding the internet connection that I have. I recently upgraded to from SBC's old 1.5meg connection to SBC's "HSI pro" internet connection, one that ranges from 1.5 to 3 megs, yet I'm only getting speeds of 1.5 megs MAX. I have an integrated 10/100 base network card, which is surely sufficient for such a connection, yet I'm not so sure about my ethernet cable and my modem. I'm currently using a 2wire 1701HG residential gateway as my modem, and my ethernet cable should suffice as it worked perfectly before i upgraded. I have run several network diagnostics and they have all come up saying that my settings are optimum. I have no viruses or any other bandwidth draining software, and yet when I run speed tests from servers one mile from my home, my connection is still maxing out at 1.5 megs. Anyway, does anybody know how I can improve my connection?

I'd talk to your ISP about it. And try disabling some interwebz sucking processes.
